Eligibility
AB60 License: It is for California residents who cannot provide proof of legal presence in the United States but meet the DMV requirements and can provide proof of identity and California residency.
Regular License: It is typically for residents with legal immigration status.
Appearance
AB60 License: It looks almost the same as a regular license, but has "Federal Limits Apply" in the top right corner on the front and "not valid for official federal purposes" on the back.
Regular License: No such markings.
Usage
AB60 License: Cannot be used as a form of federal ID, for voting, or as work authorization. It is only valid for driving and state ID purposes.
